VOC limits and low-VOC paint
Volatile organic compound limits for architectural coatings are set at three levels in the United States: a federal baseline, stricter state and regional rules, and stricter still in some air districts. There is no single national number, which is why the figure on a can sold in California may differ from one sold in Texas.
How the layers stack
The federal baseline for architectural coatings sits in 40 CFR Part 59. States and multi-state groups may set tighter limits, and regional air districts — California's South Coast Air Quality Management District being the best known — may go tighter again. Where the layers conflict, the strictest applicable limit governs.
Why we do not print a grams-per-litre table
We have not retrieved current limit values from the regulators themselves, and a VOC limit copied from a secondary source is exactly the kind of number that goes stale without anyone noticing. Publishing a table we cannot stand behind would be worse than publishing none.
Get the number that applies to you from the regulator directly: the federal rule for the baseline, your state's environmental agency, and your local air district if you are in one.
What "low-VOC" and "zero-VOC" actually mean on a label
These terms describe the base paint before tinting. Colourant added at the store adds VOCs, sometimes enough to move a "zero-VOC" base out of that category — deep bases take the most colourant and are affected most. If low VOC content is the reason you are buying a product, ask about the tinted figure, not the base figure.
VOC content is not the same as safety
Low-VOC paint still needs ventilation while it cures. VOC rules exist principally to limit ground-level ozone formation, not to certify indoor air safety, and the two questions have different answers.
